Stephanie Sciscione is charged with two counts of animal abuse. When police stopped her the dog's hind legs were raw and bleeding, its shoulder was injured and nails were worn down, the report indicated. The dog was brought to a local hospital and will be taken to the Monmouth County SCPA.
